Tatsumasa Saito (斉藤辰政, Saitō Tatsumasa) is an officer of the law from the house of Katsukawa and the husband of Machi.

As Tatsumasa is heading home, his wife Machi lets him lean on her as he had had few drinks. Finding it shameful to lean on her, they see few police officers chasing the criminal who killed Lord Horii two years earlier. As a police officer himself, Tatsumasa joined in the chase.
He eventually catches the criminal and has a conversation with him about his crimes; the man says that he had to avenge his father Tatsuie Saito, who, five days after Horii's death, had to commit oibara. Moments later, Machi appears and recognizes the criminal as Manji. In that moment of Manji's hesitation, Tatsumasa attacks, but Manji kills him.
